Laconic Containment Procedures: Keep SCP-828 in marine mammal rehab and make sure it's fed daily. Don't let it come into contact with SCP-828-2 unless testing.

Laconic Description: SCP-828 is an amphibious humanoid with seaweed hair and webbed hands and feet. Has a lot of psychological issues which are ironically exacerbated by imagery of or contact with the ocean. SCP-828 is extremely polite and cooperates with the Foundation every chance it gets. It also secretes pheromone-like chemicals that attract children.

SCP-828-2 is a classical Inuit-style parka with a large pouch. When a child sits in the pouch they will be immune to changes in environmental temperature and be able to breathe underwater.

Additional Context: Heavily implied to be a "Qallupilluk" or "Child Snatcher" from Inuit mythology, but instead of kidnapping children for sinister reasons, it just seems to be lonely.
