Laconic Containment Procedures: Since it only appears to people that are about to die, just keep an eye out for and confiscate any footage of it.

Laconic Description: An entity appearing as a middle aged man in a dark suit smoking a cigarette whose appearance otherwise varies slightly from encounter to encounter. It only manifests to people that are alone and dying, where it will sit with them and keep them company until they pass away. It doesn't say anything, but may offer the dying person a cigarette. Upon the death of the visited individual, SCP-4999 will demanifest.

Several factors including: no criminal record, homelessness, lack of religion, no surviving family, little or no friends/relationships, or is otherwise generally a "nobody," make SCP-4999 more likely to appear to that person.

Additional Context: SCP-4999 was an entry in the SCP-4000 contest, where it tied with SCP-4960 (Kedesh-Nanaya, Or: Why The Foundation Published Hentai to Awaken a Mesopotamian Love Goddess) for third place.
