Laconic Containment Procedures: It's in space so it can't be directly contained.

Laconic Description: A celestial object that broadcasts images of the Earth's surface instantaneously to Earth, and has been doing so since the 1800s. Any time it broadcasts an image, the place pictured will experience some sort of accident or event that will result in at least a few casualties roughly 30 minutes after the broadcast was sent.

One of its last transmissions was all black with white text that read "We Are Watching," followed shortly after by its final transmission which read "We Are Coming."
