Laconic Containment Procedures: It is kept in a standard containment cell. More important is preventing civilians from accessing its area of effect.

Laconic Description: A 1.6 meter tall humanoid entity made of an unidentified tar-like substance. It remains visible regardless of any obstructions, such as walls or the viewer's eyelids. Once the viewer looks away, SCP-2066 will appear to move to a new location, so that it is always visible. This is only visual however, SCP-2066 never actually teleports.
