Laconic Containment Procedures: Let SCP-021 stay on a D-class for as long as the D-class survives. The D-class is to stay in a normal cell. The D-class does not need to go for the monthly terminations.

Laconic Description: SCP-021 is a tattoo in the shape of a dragon that lives on human skin. It acts like a normal organism, eating and moving, although when it moves it causes serious pain to the person it is on. It eats the pigments on a person's skin, however, it eats existing tattoos first. It is transferable to other people, living or dead, simply by physical contact.

Additional Context: This SCP hints at how old the foundation is with the SCP being the oldest SCP contained and it also being hundreds of years old.
