Laconic Description: A pile of papers stapled together that details a new SCP every time it's read, as well as how to contain it. The Foundation is not sure if it is creating the new SCPs or just knows how to deal with them.

Additional Context: Jonathan Ball's Proposal is one of the first SCP-001 Proposals ever written, having been published on July 27, 2008; it also acts as a rough explanation for why more and more SCPs are appearing.
