Laconic Description: A pile of papers stapled together that details a new SCP every time it's read and how to contain it. The Foundation is unsure if it is creating the new SCPs or merely knows how to deal with them.

Additional Context: Jonathan Ball's Proposal is one of the first SCP-001 Proposals ever written, published on July 27, 2008; it also provides a rough explanation for why more and more SCPs are appearing.
